Meet Dr. Katherine “Kitty” Manley, Chair, MSSC Certification Scheme Committee!

MSSC welcomes Dr. Katherine “Kitty” Manley as the replacement for Dr. John Rauschenberger, the head of the MSSC Certification Scheme Committee.  The CSC is required under ISO Standard 17024 (Personnel Certification) as the final authority on certification processes and Senior Advisor to MSSC Board on all aspects of ISO accreditation.

Dr. Manley is an eminent authority on certifications and assessments.  She is a graduate professor in the College of Education and Human Services at Ferris State University where she teaches courses on integrated curriculum development, test and measurement. She earned her doctorate at Virginia Tech in Vocational Education, and her Master’s and Bachelor’s degrees at Florida Atlantic University.

She has been a college administrator-both at a community college and as Assistant Vice President for Curriculum & Instruction at Ferris. She has also served as a research specialist at the National Center for Research in Vocational Education at Ohio State University.

Dr. Kitty Manley is graduate professor in the College of Education and Human Services at Ferris State University, Big Rapids, MI. At Ferris, she teaches courses in the Master of Science in Career & Technical Education program in the areas of research, administration, integrated curriculum development, and test and measurement. She earned her doctorate at Virginia Tech in Vocational Education, and her Master’s and Bachelor’s degrees at Florida Atlantic University.

She began her career in education as a business education teacher and taught five years in the public schools in Florida and four years in a private American School in Iran. She has also been a college administrator—both at a community college and as Assistant Vice President for Curriculum & Instruction at Ferris. She has also served as a research specialist at the National Center for Research in Vocational Education at Ohio State University.

In addition to her teaching, Dr. Manley serves as a Senior Consultant to the National Occupational Competency Testing Institute and consults for many Fortune 500 companies. She provides job and task analyses and test development services for such prestigious companies/organization as General Mills; Boeing; 3M; Toyota Motor Manufacturing; the United Association of Plumbers and Pipefitters; Kellogg; Kemper Insurance; Steelcase; GTE; Philip Morris; Nestle; General Motors; Lucent Technologies; Bosch; Diesel Technology Company; Digital Audio Disc Corporation (SonyTerre Haute, IN); Sony Music; E.I. Dupont Chemical-Delisle Plant; Vista-United Telecommunications and Reedy Creek Utilities (Walt Disney World-Orlando); Tampa Electric Corporation; and CaterpillarMossville Engine Plant (Peoria, IL). She has also provided International consulting to Ministry of Education in Micronesia including the islands of Palau, American Samoa and Kosrae and recently was selected to serve on an international World Bank funded team to the Islamic Republic of Iran.
